Singapore’s economy and government are in a pinch?

The above are quotes from BBC and Wall Street Journal’s recent articles after the Budget speech. It is not surprising to hear the following quotes everywhere: “worst recession since independence”, “first time tap into reserves”, “biggest retrenchment”.
I am also affected in some way, try to save more money by renting and buying second hand games now
